About Rover Scouts


The 11th Toronto Group was established in 1990 with full operations in 1991.  Youth membership grew rapidly and we required more leaders to serve in order to provide an adequate and meaningful training program for the youth members. 

In December 1993, the Group Committee decided to develop and train our next generation of new leaders as well as to accommodate over aged Venturers from the Venturer Company.  The idea of creating the Rover Crew was on the table.

In January 1994, the first Rover - Karen Lai, was recruited and served in the Wolf Cub Pack as an Assistant Cub Leader.  Karen was then named the first ‘Rover Mate’.  In May 1994, the Crew was officially established.  While the membership grew steadily, the first ‘Knighthood’ ceremony was carried out at Midland, Ontario in May 1996, six Rover Scouts were knighted.

Today, we have over twenty rovers registered.  With the Rover motto being ‘SERVICE’, the Crew’s main focus is to serve our youth members.  Members of the Rover Crew participate in the leadership team of the Beaver Colony, Wolf Cub Pack, Scout Troop and the Venturer Company assisting section leaders to plan, design and execute the training program in each section.  These rover scouts taking up the leadership role took part in the adult leader training and completed the Woodbadge Part I courses and most of them have completed the advanced training, i.e. Woodbadge Part II course of the serving section.
